The Federal Skilled Worker Program is a regulatory category for those who may become permanent residents because of:
their ability to succeed in their economic establishment in Canada and
who are skilled workers and who are seeking to settle in a province other than Quebec.
These workers must meet the duly regulated requirements and pass the selection criteria that indicate that they can successfully establish in Canada as members of the Federal Skilled Worker class.
On the other hand, we have the category of skilled workers in Quebec, who can become permanent residents because of their ability to succeed in their economic establishment in Canada. To be part of this category the foreigner must meet the following requirements:
he seeks to settle in the province of Quebec;
he is covered by a Quebec selection certificate issued by that province.
