he has provided the results, less than two years old at the time the application is made, of a language assessment test approved under the regulation from a designated institution or organization that indicates that he has obtained, in French or in English and for each of the four language skills, at least the Level 5 according to the Niveaux de compétence linguistique canadienne or the Canadian Language Benchmarks, as the case may be;
he has transferable funds, not burdened with debts or other financial obligations;
he started a business qualifying by regulation.

he seeks to settle in the province of Quebec;
he is covered by a Quebec selection certificate issued by that province.
On the other hand, the Entrepreneurs Québec category is a regulatory class of individuals who can become permanent residents because of their ability to succeed in their economic establishment in Canada; to belong to this category a foreigner must meet the following requirements:
he seeks to settle in the province of Quebec;
he is covered by a Quebec selection certificate issued by that province.
