The start-up category is a regulatory class of individuals who may become permanent residents because of:

  • Their ability to succeed in their economic establishment in Canada and

  • Who meet the regulatory requirements and who are seeking to settle in a province other than Quebec.

For instance, belongs to this category the foreigner who satisfies the following requirements:

  • he has obtained from one or more designated entities a commitment that is less than six months old at the time the application for a permanent resident visa is made and meets the regulatory requirements;

  • he has provided the results, less than two years old at the time the application is made, of a language assessment test approved under the regulation from a designated institution or organization that indicates that he has obtained, in French or in English and for each of the four language skills, at least the Level 5 according to the Niveaux de compétence linguistique canadienne or the Canadian Language Benchmarks, as the case may be;

  • he has transferable funds, not burdened with debts or other financial obligations;

  • he started a business qualifying by regulation.

On the other hand, the category of Quebec investors is a regulatory class of people who can become permanent residents because of their ability to succeed in their economic establishment in Canada.

To be part of this category the foreigner must meet the following requirements:

  • he seeks to settle in the province of Quebec;

  • he is covered by a Quebec selection certificate issued by that province.

On the other hand, the Entrepreneurs Québec category is a regulatory class of individuals who can become permanent residents because of their ability to succeed in their economic establishment in Canada; to belong to this category a foreigner must meet the following requirements:

  • he seeks to settle in the province of Quebec;

  • he is covered by a Quebec selection certificate issued by that province.
